A Meeting of the Parish Council was held on Thursday 30th July 2009 in Turvey Lower School at 7.30pm

Present:

Mr C Knight, Mr R Petty, Mr P Anderson, Mrs G Wiggs (clerk), Mr P Atkinson, Mr R Spray, Mr M Smith, Mr D Niblett, Mrs H Morgan, Mr P Collins, Mr J Warwick, 5 Member of the public

1.Apologies
There were none.

2.Declarations of Interests
There were none.

3.Public Questions (Max 15 mins)

Grass Cutting – The grass on the triangles in Grove Rd/Hawthorne Close had not been cut. Mrs Morgan would find out who was responsible – Action Mrs Morgan

Camping on The Rec – The Rec Committee were looking into whether this is permissible.

Lighting not working on the Rec – The Rec Committee would look into this.

Security Camera not working on The Rec – The Rec Committee would look into this.


4.Minutes of the Meeting held 28th May 2009
These were approved.

5.Matters Arising

Village Inspection – This had been carried out Mrs Morgan, & Mr Collins with Alex Catternach from Amey. Mr Smith would arrange for a further inspection with Mr Briggs in September.

The Pound – The tenant had advised his is collecting some French Oak on his trip to France this summer to use for the repair. Gutter repairs had been completed, but he noted it was now damaged again. He believed the repeated damage is from balls.

Notice board – Repair on order. The Clerk would chase it – Action The Clerk

Rec ground Rent – Negotiations were on going.

Turvey News – Further to the request at the last meeting, it was RESOLVED to make a donation of £100, and invite them to contact us again in the future if they  need further financial support, and this request will be given due consideration – Action the Clerk

Smart Water – The first batch had been allocated out straight away, but there has only been one take up since then from the advert.

Gardening Club – Further to the presentation given at the last meeting, a public meeting will be held. The Parish Council RESOLVED to pay £30 towards the hire of the hall, and printing leaflets – Action The Clerk


6.Co option of new member
It was RESOLVED to co opt John Warwick onto the Parish Council.

Mr Warwick would join the Footpaths and Bridleways sub committee.

The REC Ground Sub committee would be adapted to “open spaces” to include the Cemetery, Priory Close Play Area and Liaison with REC Committee. Mr Atkinson would join this sub committee.

The Clerk would amend the sub committee list and circulate it with the minutes – Action The Clerk

8.Audit Report 2008/9
The Audit report had been received with no anomalies found or further actions required.

9.Bus Shelters – Station End
A site meeting has been arranged with all interested parties on 3/8/09, as the bus users association were not in support of the proposed replacements. Mr Collins and Mrs Morgan would attend on behalf of the Parish Council. The north bound shelter was now considered too flimsy and dangerous to remain, and this would need to be removed. It was hoped this meeting would lead to the agreement for the design of the new shelters, in order that the BRCC grant of £3000 can be obtained. BBC had already agreed a Ward Fund of £1500 towards the project, the total cost of the shelters being £8170.00 – Action Mr Collins and Mrs Morgan

10.Planning-including SPA review
See report attached.

SPA – No further comments were needed.

Cargill’s site – The Planning Officers were regularly inspecting the site, and at this stage do not consider it appropriate to utilise their legal powers to enforce the owner to make the site safer. Mr Niblett would continue to monitor the situation.

Bedford Development Framework – most potential sites for development are now available for viewing on BBC’s planning web site. Public Consultation expected early 2010.

11.Highways & Maintenance
Newton Lane Gateway – This was scheduled to be installed over the next few months. It would be a white wooden structure.

Carlton Rd Sharks Teeth – This had yet to be agreed. The Clerk would continue to chase it – Action The Clerk

Bamfords Yard/Carlton Rd Parking Project – The Clerk would chase this, as it had been given a medium priority and she had previously been informed it was being looked into by July – Action The Clerk

Norfolk Rd verges – A complaint had again been received about the verges needing cutting back. The Parish Council had said it would be done previously, but as yet it has not been done. Mr Knight requested that Mr Cockings do this work as soon as possible.

Newton Lane – The poor quality of the work here was pointed out, and the flooding was causing a skid hazard which was now considered to be a high risk spot for an accident. – Action Mr Smith

Footpath sweeping – Mr Cockings was awaiting equipment to carry this out. In the meantime Mr Smith would chase the ad hoc cleanse previously requested – Action Mr Smith

Watercourse by Three Fyshes – The watercourse by the land owned by the Parish Council adjacent the Three Fyshes was now clogged with weeds and sediment. It was believed this was the responsibility of the adjacent land owners which would be the Parish Council and The Mill. The river itself also needed work, which was believed to be the responsibility of the Waterways Authority. The Clerk would contact them for advice – Action The Clerk

Grove Rd sign by garages – This has still not been replaced despite being reported several times – Action Mr Smith

Village Cross – This area needs weeding. Mr Cockings would do this.

Bench on Lancelot’s Piece – This is in poor condition and needs cleaning/sanding down. Mr Cockings would look into this.

Bin outside Three Cranes – This bin was still not being emptied by BBC, as it is a beige colour, and therefore may need to be replaced with a black bin. Mr Smith would look into this in the first instance – Action Mr Smith

Caravan parked on May Rd verge – This has now returned. Mr Spray would talk to the owner in the first instance – Action Mr Spray

Priory Close Play Area Safety Report – This was passed to Mr Cockings for action.

Community Litter Pick – This had been very successful. Thanks were offered to Mr Atkinson for organising it, and to all who took part.

Cobbled path between Chantry House and the Post Office – These cobbles were now coming loose again. They need repair by a specialist, and Mr Smith would enquire about it – Action Mr Smith

12.Cemetery
Repairs –It was RESOLVED to accept quotes from Mr Cockings of £75 to repair the fence and £1100 to repair the lichgate.

Tidy Up Day – The next event would be on 10/10/09. Mr Atkinson would prepare an advert, and Mr Warwick would prepare a flyer for residents of Carlton Rd – Action Mr Atkinson and Mr Warwick.

On this day, the focus would be on removing the ivy on the wall. There was also a large sycamore that needed pruning. Mr Smith would enquire about this with the Tree Warden in case it had a TPO on it – Action Mr Smith

Extension – Mr Petty had approached Snelson’s Farm, and he seemed willing to negotiate a price. This type of land is usually worth approx £5k per acre. The next step was to get the land measured and properly valued, and look into the cost of conveyancing. There may be an opportunity to obtain a rural grant. The current burial ground has approx 7 years left before it is full.


13.Police Matters
Parking - The PCSO had been carrying out regular visits to the look at parking issues. She had said she would put notices on any illegal parking she finds. The Clerk would ask for an update on this – Action The Clerk

Crime and ASB – There had been a spate of incidents recently including graffiti, vandalism and abusive behaviour.  The Clerk would write to Inspector Bill Abrahams to raise the Parish Councils concerns – Action The Clerk

Mr Spray would draft a leaflet to be dropped throughout the village – Action Mr Spray

The vegetation near to damaged Rec fence would be cleared – Action Mr Anderson

The Bus shelter graffiti would be repaired, the mural repainted, and then coated with anti graffiti spray.

Noise Nuisance outside the Three Cranes – This was becoming a problem but no one had complained to the Parish Council about it. Anyone who has a complaint should be referred to Environmental Health.

14.Correspondence received
BBC – details of grants now available for play equipment. Passed to Rec Committee.

15.Any Other Business
RAVE Bus – Mrs Morgan had looked into this. It can be hired but needs to be manned. It therefore did not seem suitable.
